I want to clear all of my transactions from the last two years (with a gap of one year) and start a fresh budget.

But it only creates a new Tiller spreadsheet with my old transactions.
You would go to https://www.tillerhq.com/ and create a new sheet. that’ll give you a blank foundation template where you can select that accounts to pull in as well as the modules to add.
From there you can either unlink and delete the old one ore keep for reference. You can have up to five sheets connected to tiller at one time
When you get started in a new spreadsheet after filling in your transactions, just clear out transactions from the Transactions sheet that you don’t want to see in there.
