is there a capability or Google sheet template that will build a monthly budget based on historical transactions? Essentially, I would like to build my budget based on my purchase history.

To some degree you can do that with 🏆 Budget Plan - Google Sheets. There is a ‘frequency’ that is based on last years totals. You still need to create the budget item, but it can automatically determine the amount.
