The “discretionary” shouldn’t be there. Just delete all of those and the fields will be populated by the formula.

It looks as if you have an array formula in D2 which fills the column below. If you manually enter anything in the cells (such as D4) which the array formula wants to fill, you will get the #REF error. Delete your manual entry from D4 and any other manually entered data in that column and you will be good to go.
