What options exist regarding the scheduling of people? It needs to be free, simple, and easy to use.

I’m not sure if this would be what you are looking for, but I use Google calendar.
I’ll sent an invite to the people invited and can track replies. This assumes everyone uses Google calendar.

Are you looking to schedule daily work or staff shifts? Or just one-offs? Maybe some more detail would help.

I have not studied this in great detail yet but how would I modify it to be just one shift and have 15 minute time intervals instead of one hour time intervals?
